Forensic Services

I
work with both defense and plaintiff attorneys and via Court
appointment. I prefer to work in close collaboration with
attorneys and the Courts, rather than with individual litigants.
·
In addition to my
individual forensic work (see below), I collaborate with my
wife, Suzan, on a range of Family Law cases. Suzan Wynne,
MSW, a licensed clinical
social worker in both DC and MD and a Certified Family and Child
Mediator, is a former front-line social worker in child welfare
in DC and MD and author of a text on training foster parents.
She now works part-time as a geriatric case manager. Areas in
which we collaborate or in which we can both provide individual
assessments, include
§
Guardianship,
conservatorship, and Competencies:
to manage
one's finances and health
care
§
Divorce, Custody, Adoption, and
Termination of Parental Rights (TPR) (often called
“bonding studies”; we
use an innovative
social
worker-psychologist team approach that
emphasizes the best
interests of the child
§
Abuse and Domestic violence:
physical, sexual,
and emotional
abuse of both children
and adults; and
§
After-care assessments:
Determining readiness
for community reintegration
for independent living, group homes, or other types of
assisted living or long-term care.

I have provided reports and/or expert witness services in
hundreds of civil and criminal cases in most area courts and
before several Federal administrative bodies, in areas
including:
§
Personal Injury:
toxic torts (especially
lead poisoning), closed head
cases,
and post-traumatic
stress
§
Workplace-related:
violence, Worker's Compensation,
Disability determination, Reasonable Accommodation
for such handicapping conditions as
learning disabilities,
attentional
disorders, and substance abuse.
§
Special Education:
psychoeducational assessments
that meet
area jurisdiction standards, and
including recommendations as to least
restrictive placements.
§
Substance abuse:
DWI, diminished capacity, appropriate treatment
recommendations.
§
Juvenile offenders: to
determine appropriate
placement, competency
to confess (Miranda
cases),
and general
psychological testing and
psychosocial
assessments
§
Immigration law:
Would deportation place
this person in harm’s way?
Would deportation or
refusal to allow
a loved one into this country work a severe hardship
on an American
citizen?

I have provided forensic services
under contract to several DC area government agencies, including
DC Superior Court's Social Services Division for assessments of
youngsters at Oak Hill; the DC Department of Mental Health for
Independent Assessments of committed persons at St. Elizabeth’s
Hospital; the DC Public Schools for Special Education
evaluations and preparation of IEPs., Arlington County’s
Substance Abuse services program for evaluations of
dually-diagnosed clients, and to the Frederick County (MD) and
Howard County (MD) Departments of Health for evaluations of
hospitalized persons under PASARR

I am committed to improving the
working relationships between the mental health and legal
professions and have provided training and workshops over the
years to local bar associations and trial attorney groups on
ways that attorneys can most effectively use mental health
services, and to social service agencies and mental health
conferences on how to work with lawyers and with court-related
issues.
